“Smart Specialization” of Siberian Regions in Agricultural Production

Abstract

The paper considers the issue of choosing a model of agro-specialization in Siberian regions in the context of “smart specialization” and macroeconomic events of the last decade. A conclusion is made about spatial development of the agro-industrial complex within the framework of the center-peripheral model. Along with deepening agricultural specialization in the South Siberian macroregion, new growth points are actively formed in the constituent entities of the Russian Federation included in the Ural-Siberian and Angara-Yenisei macroregions. The Siberian regions of the Far East macroregion, as well as the Altai Republic, Tuva, Khanty-Mansiysk and Yamalo-Nenets Autonomous Districts form the “Siberian agro-periphery”, the agricultural specialization of which mainly comes from preservation of traditional way of life of the indigenous peoples of the North, Siberia and the Far East. “Smart specialization” within the framework of the South Siberian macro-region is possible in production of agricultural products such as milk, honey, wool, eggs, cereals and legumes, potatoes, flax, oilseeds, oats, vegetables, rapeseed, rye, camelina, soybeans, triticale, berries. The regions of the Angara-Yenisei macroregion have a base for implementing cooperation programs in production of milk, wool, eggs, crops, potatoes, oats, vegetables, rapeseed, rye, camelina, berries, barley. In the Ural-Siberian region inter-regional cooperation is possible for the product group “berries”.
